Silent Struggles: Unpaid Carers in London Unaware of Vital Support Options

Experts have pointed out to City Hall that many of London’s “invisible” unpaid caregivers are facing challenges because they lack awareness of the financial assistance and services available to them.

According to the 2021 census, approximately 7.8% of residents in London were providing unpaid care to individuals suffering from health issues or aged in need of support.

In the period of 2021-22, nearly 29% of caregivers in the city were living in poverty, a figure that surpasses the 21% poverty rate for Londoners overall, as reported by Carers UK.

This situation is partly due to caregivers not realizing they are eligible for certain benefits, such as the Carer’s Allowance (CA), which can provide up to £83.30 per week. Some individuals do not recognize themselves as caregivers.

David Walker, the CEO of Bromley Third Sector Enterprise, informed the London Assembly’s Economy, Culture and Skills Committee that many people caring for a spouse or child with a health issue or disability are unaware that they fall under the caregiver category.

He emphasized that professionals, including social prescribers, should proactively inform them of their entitlement to support.

“Often, those individuals are unaware that they can access that support,” Walker noted.

Unpaid caregivers are eligible for the Carer’s Allowance and respite care administered by local authorities, though experts believe these provisions are inadequate.

Carers UK revealed that 62% of those receiving the Carer’s Allowance are living in poverty, and as local authorities continue to cut budgets, respite care, which allows caregivers a temporary break while a substitute takes over, has been reduced in its offering.

Mike Rich, CEO at Barnet Carers, highlighted the need for clearer communication regarding caregivers’ entitlements, stating, “Caregivers face significant financial constraints. There isn’t enough clarity.”

There are also concerns that local authorities often provide incorrect information regarding caregivers’ rights.

Committee chair Hina Bokhari noted a recent report from MoneySavingExpert.com, which found that at least 69 councils in England and Wales provided inaccurate criteria for residents who might qualify for council tax reductions.

Walker added that a recent survey by his organization indicated that 98% of participants required assistance with filling out forms due to their complexity.

Care leaders proposed a “positive” awareness campaign led by City Hall to truly improve the lives of many individuals.

Carla Brain from Enfield Carers Centre expressed support for the initiative, stating that people should be aware when they transition from being a family member to taking on a caregiver role.

A representative for the Mayor of London remarked to the Local Democracy Reporting Service that unpaid caregivers “play a vital role in London’s community.”

“It is unacceptable for anyone performing such an essential task to experience added financial difficulties,” they stated.

“The social care system has been under significant pressure following over a decade of budget shortfalls, though the mayor appreciates the government’s recent efforts to offer more support to unpaid caregivers.”

“Sadiq is dedicated to doing everything possible to assist Londoners, including establishing the Cost of Living Hub, which delivers specific information regarding financial rights and entitlements and connects individuals to available support.”
