Putin Expresses Willingness to Rebuild European Ties Amid Ongoing Tensions

Russia is prepared to reestablish its diplomatic relations with Europe to the levels they were at before the war, President Vladimir Putin stated on Thursday, as current relations remain at a historic low following the extensive invasion of Ukraine.

During a ceremony at the Kremlin welcoming new foreign ambassadors, Putin expressed regret over the significant reduction in official and business interactions between Russia and European nations. He noted that discussions on major foreign policy matters have also been “put on hold.”

“One can hope that, with time, the situation will change and our countries will return to a normal, constructive dialogue,” Putin remarked, stressing that “respect for national interests and acknowledgment of legitimate security concerns” are essential elements for restoring friendly relations.

“The approaches I mentioned have always been and continue to be Russia’s commitment, and we are ready to restore the type of relations that we deem necessary,” the president concluded. “Our historical ties are profound, rich in examples of mutually beneficial partnerships and culturally enriching collaborations.”

Putin’s comments followed Italian Prime Minister Giorgia Meloni’s assertion on Friday that “the time has arrived” for the EU to initiate high-level discussions with Russia.

French President Emmanuel Macron also proposed last month that Europe should develop a “framework” to start direct engagements with the Kremlin in the “upcoming weeks.”

On Monday, European Commission chief spokesperson Paula Pinho remarked, “Regrettably, we are not observing any indications from President Putin of a willingness to engage… so we are not there yet.”

Previously, European leaders had resisted calls for direct discussions with Putin, citing his apparent disinterest in genuine peace negotiations.

Nevertheless, there is an increasing sense of concern in Brussels that Europe lacks inclusion in the peace talks regarding Ukraine, which have thus far been predominantly influenced by the Kremlin and the Trump Administration.
