New Budget Shock: Golden Lane Estates Refurbishment Costs Surge from £29M to £105M

The expenses for the crucial renovation of a historic housing estate in London have surged over threefold.

The budget for repairs and enhancements to the Golden Lane Estate, recognized as a Grade II-listed property and crafted by the same architects as the nearby Barbican, has escalated from an anticipated £29 million to £105 million.

Sue Pearson, chair of the Golden Lane Estate Residents’ Association, expressed her dissatisfaction with the limited communication from the City of London Corporation, the landlord, regarding this cost increase.

A representative from the City of London indicated that the heightened expenses are due to a plan to undertake the improvements over a decade instead of two decades, which was a direct response to resident feedback.

The Golden Lane Estate, recently highlighted in the Apple TV series “Slow Horses,” requires window repairs alongside broader refurbishment efforts, as reported by the Local Democracy Reporting Service (LDRS).

Residents have long advocated for enhancements while also voicing concerns about the financial implications for leaseholders and persistent issues like dampness and mould.

In January, it was disclosed that the renovations to the Grade II*-listed Crescent House, a notable structure within the estate, would be delayed because it had mistakenly not been classified as a High-Risk Building, according to findings from the LDRS.

A report from a City of London Corporation Committee presented on Thursday outlined additional information on its 10-year Housing Investment Programme.

The total budget for the program is set at £205 million, with £105 million earmarked specifically for the Golden Lane Estate.

The LDRS noted this figure is over three times the previously estimated £29 million needed for repairs when the committee approved the Golden Lane Estate project in March 2023.

The report also included a timeline, indicating that work on Crescent House and Cuthbert Harrowing House is anticipated to commence in 2027.

Cullum Welch and Hatfield House follow, with renovations slated to start in 2032 and conclude in 2035.

Ms. Pearson, a former City of London Corporation councillor, remarked, “It’s unfortunate that City residents were informed about the tripling of renovation costs for their flats solely through the City council’s committee documents and news about construction, with no direct communication from the corporation, their landlord, especially as leaseholders are expected to bear part of the expense.”

A corporation spokesperson emphasized that ensuring resident safety is their “top priority.”

“A focused improvement initiative has commenced at Golden Lane Estate, incorporating fire safety enhancements, maintenance upgrades, improved thermal efficiency, and redecoration.

“Resident consultation and involvement are central to this initiative, and a thorough communication and engagement strategy will be established to facilitate this.”
