Krasnoyarsk Mayor Steps Down Amid Bribery Scandal and Arrest Fallout

The Mayor of Krasnoyarsk, Vladislav Loginov, tendered his resignation three months after being arrested on bribery charges, as reported by Russian media on Monday.

Loginov was detained in June for allegedly receiving over 180 million rubles (approximately $2.3 million) in bribes from the head of a company between 2018 and 2024. In return, it is claimed that Loginov facilitated that company’s acquisition of construction contracts from the local government.

It remains unclear whether Loginov, a member of the ruling United Russia party, has entered a plea of guilty or not guilty regarding the accusations against him. If convicted of large-scale bribery, he could face a prison sentence of up to 15 years.

The 35-seat Krasnoyarsk City Council, which is predominantly composed of United Russia members, is set to vote on Loginov’s resignation during its next session on Tuesday, according to the business newspaper Kommersant.

Loginov was elected to a five-year term as mayor by the Krasnoyarsk City Council in September 2022.

Speculation regarding Loginov’s potential legal troubles first emerged in 2024. Last summer, Dekard Khanagyan, a businessman associated with a municipal contracting scheme, was arrested on charges of obtaining public roadwork contracts through a kickback scheme involving city officials related to the mayor.

In March, local councilman Vyacheslav Dyukov asserted that numerous officials from Krasnoyarsk City Hall were providing testimonies against Loginov and his adviser, Artur Arutyunyan, who was apprehended in late February on suspicion of power abuse.
