Kursk Residents Face Tax Burden on War-Destroyed Properties Despite Official Declarations

Residents in the border area of the Kursk region in southwestern Russia are still receiving tax notifications for homes, vehicles, and land that were destroyed during last year’s incursions from Ukraine, as reported by local media on Friday.

A group of residents from the Korenevsky district has submitted an official request to Kursk region Governor Alexander Khinshtein, asking for a review of the tax assessments on properties, vehicles, and land that have been destroyed, according to the news outlet Pepel Kursk.

Despite measures intended to assist those who lost their primary residences, such as housing certificates, affected individuals claim that the Federal Tax Service (FNS) continues to issue full-year property tax bills for homes that were damaged during the attacks in August and September 2024.

Pepel Kursk published a photo of the two-page letter directed to Khinshtein, which was signed by members of the district’s initiative group.

The group asserts that their concerns have not been addressed by the FNS because their properties continue to appear in the state real estate registry, even though they have been officially declared uninhabitable.

“The documentation is adequate for securing the [housing] certificate, yet insufficient to halt the tax assessment,” the letter states.

According to independent news outlet Govorit Nemoskvareport, residents from Korenevo, Sudzha, Rylsk, and surrounding areas have started arriving at the regional subsidy office in Kursk as early as 5:00 a.m. to attend weekly appointments aimed at checking the status of their housing certificate applications.

These housing certificates are intended to enable residents to secure new homes, provided they relinquish ownership of their destroyed properties, leaving many displaced families uncertain about their futures.

Pepel Kursk also reports similar challenges regarding vehicles and land. Residents convey that they still receive tax bills for cars that have burned and land they cannot access due to ongoing security measures enforced by regional emergency officials.

Ukrainian forces initiated an unexpected cross-border military operation into the Kursk region in August 2024, temporarily seizing considerable territory before Russian troops, aided by North Korean forces, expelled them in early 2025.
