Former Rostov-on-Don Mayor Arrested for Misuse of Office Causing Significant Financial Losses

The former mayor of Rostov-on-Don, a city in southern Russia, has been detained on charges of misusing his position, which allegedly resulted in over 47 million rubles ($583,300) in damages to the municipal budget, according to law enforcement officials on Friday.

Alexei Logvinenko is said to have improperly secured a loan from a commercial bank in breach of budgetary legislation in 2020, as reported by the Investigative Committee, which is responsible for investigating serious crimes. No additional details regarding the charges have been disclosed.

The authorities have requested that the court place Logvinenko in pretrial custody.

Under Russian legislation, the abuse of office can lead to a maximum sentence of 15 years imprisonment.

Logvinenko, who is 50 years old, took office as the head of the Rostov-on-Don administration in 2019 and stepped down in January 2025, citing personal reasons for his resignation.

During his time in office, he managed extensive infrastructure developments in response to federal initiatives but faced backlash over issues related to budgetary transparency and urban development.

Prior to his role in city administration, Logvinenko held high-ranking positions in regional economic security and anti-corruption agencies, and he also served as deputy director of two local utility companies.
