Neo Bankside: council vetoes attempt to curb evening public access

When the Neo Bankside improvement on Holland Avenue was accredited in 2007, the authorized settlement between builders Native Land and Southwark Council offered for 2 north-south pedestrian routes between Southwark Avenue and Holland Avenue.

Beneath the phrases of the settlement, the paths (described within the paperwork as 'Pink Public Routes') have to be "obtainable for public pedestrian entry on every single day between the hours of 8am and 8pm all year long".

On the finish of final 12 months we reported that the Neo Bankside Administration Firm was in search of permission to convey the hours ahead by an hour, with entry being permitted between 7am and 7pm, citing "a discount in employees after 7pm and … a rise in security-related points".

On the finish of June the applying was rejected by Southwark Council on the grounds that the applicant had not offered enough justification for the change.

Of their report on the proposal, Southwark planning officers wrote: "Restricted justification for altering the obligated hours of entry by the positioning through the Pink Public Routes was offered to assist the applying, being that there was a current enhance in delinquent behaviour inside the routes after 7pm and there’s a discount in employees taking care of the positioning, and by implication the Pink Public Routes, after the hours of 7pm.

"No proof of this enhance in delinquent behaviour was offered to assist this justification and no remark was offered on the potential or in any other case to extend staffing ranges after 7pm to deal with the problem.

"This isn’t thought-about to be enough justification for amending the timing of entry to the routes, which may have initially been secured by the s106 as 8am to 8pm on the idea of this being the timings that present the best public profit along with being cheap and practicable for the applicant to handle.

"On contemplating the impression of the requested altered hours of entry, it stays that there’s better public profit to permitting the routes to stay open from 8am-8pm moderately than 7am-7pm."
