Cyclists in Regent’s Park will encounter new traffic signals designed to enhance the safety of pedestrians following a number of accidents and near misses.
The Royal Parks charity has announced the commencement of work on three signalized crossings along the Outer Circle, which spans 2.7 miles (4.3 km) and serves as one of London’s busiest cycling pathways.
These crossings will be positioned at Monkey Hill Gate, Chester Gate, and Kent Passage. Cyclists who disregard red lights risk receiving an immediate £50 fine from law enforcement.
Cycling UK, a charity, has endorsed the initiative but noted that “the most significant threat to pedestrians stems from motor vehicle operators.” The construction is expected to be finished by spring.
In June 2022, an 81-year-old woman named Hilda Griffiths tragically lost her life after being struck by a cyclist while walking her dog across the Outer Circle. No charges were brought against the cyclist involved.
In another incident, a female dog walker in her 50s suffered serious injuries after a cyclist hit her at the same location in May 2024.
The Royal Parks organization implemented a code of conduct for cyclists in April of last year, which encourages riders to “acknowledge the presence of all park visitors” and “manage their speed.”
Previously, the charity had requested that the US-based cycling application Strava exclude the Outer Circle from its segment listings, but the company declined.
Strava monitors cyclists’ performance and ranks them on various leaderboards.
While a speed limit of 20 mph (32 km/h) is enforced for motor vehicles on the Outer Circle, it does not apply to bicycles.
Darren Share, the parks director for The Royal Parks, emphasized the importance of making Regent’s Park “safe and inviting for everyone.”
He stated, “The establishment of these new, signalized pedestrian crossings on the Outer Circle is a crucial advancement in enhancing safety and allowing individuals to navigate the park with greater assurance.”
“The Royal Parks are communal spaces, and we all share a responsibility.”
“By promoting reduced speeds, adherence to speed regulations, and consideration for others, along with practical enhancements such as these crossings, we aspire to nurture a culture of mutual respect and create a safer, more enjoyable environment for all visitors.”
Sarah McMonagle, the director of external affairs at Cycling UK, asserted, “Our parks and green spaces must be safe havens for everyone, whether cyclists or pedestrians.”
“While we must continue to promote respect and consideration between all road users, the emphasis should be placed on mitigating car-related incidents.”
